Asking Permission: 〜てもいいですか
To ask if you may do something, use the て form + もいいですか.

窓を開けてもいいですか。
Mado o akete mo ii desu ka.
May I open the window?
ペンを借りてもいいですか。
Pen o karite mo ii desu ka.
May I borrow a pen?
Giving Permission: 〜てもいいです
To give permission, simply drop the か to make a statement.
Examples
はい、いいですよ。
Hai, ii desu yo.
Yes, that's fine.
ここで食べてもいいです。
Koko de tabete mo ii desu.
You may eat here.
帰ってもいいですよ。
Kaette mo ii desu yo.
You may go home.
Prohibition: 〜てはいけません
To say that something is not allowed, use the て form + はいけません.

Examples
ここで写真を撮ってはいけません。
Koko de shashin o totte wa ikemasen.
You must not take photos here.
ここでタバコを吸ってはいけません。
Koko de tabako o sutte wa ikemasen.
You must not smoke here.
図書館で話してはいけません。
Toshokan de hanashite wa ikemasen.
You must not talk in the library.
Casual Form
In casual speech, 〜てはいけません becomes 〜ちゃだめ or 〜ちゃいけない.
Denying Permission Politely
When you can't give permission, there are polite ways to refuse.

すみません、ちょっと...。
Sumimasen, chotto...
Sorry, that's a bit... (polite refusal)
申し訳ありませんが、それはできません。
Moushiwake arimasen ga, sore wa dekimasen.
I'm sorry, but that's not possible.
